With reference to Viscount Harcourt's

despatch No.387 of the 24th December, 1913, and other

previous correspondence regarding the reclamation of a

portion of Wanchai Bay, I have the honour to enclose for

the signification of His Majesty's pleasure copies of an

Ordinance intituled "An Ordinance to provide for the

reclamation of the foreshore and sen bed off Praya East,

Victoria, in the Colony of Hongkong", No.17 of 1921.

2. I enclose also the following documents:- (a) Report by the Attorney General.

(b) Report by the Engineer in Charge of the works drawing

attention to the main differences between the earlier

scheme and that finally adopted.

(c) Copies of plans marked "D* illustrating the achame

approved by Viscount Harcourt in 1913 and "E" referred to in Section 2(1) of the Ordinance.

(d) List of persons entitled to participate in the scheme

showing the areas allotted and the apportionment of

the estimated cost.

(e) A statement of the financial aspect of the scheme as

it affects the Government.

Owing to the increased cost of labour and material the estimated total cost of the scheme to the

persons
